Tom Ruegger and John K. Ludin originally pitched a film starring Quick Draw McGraw, but Joseph Barbera wasn't interested and instead tasked them with an idea he had called The Good, the Bad, and the Huckleberry.[1] Ruegger and Ludin wanted to do the best Huckleberry story possible, but to their dismay, Barbera insisted that Yogi and Boo be randomly inserted into a scene, with a group of bus kids pointing them out and saying, "Look at the bears! Look at the bears! Look at the bears!"[1] Initially, they relented, thinking Barbera would forget the senseless of it, but every time they sent him a draft, he would remind them of the forgotten scene he wanted, which made no sense to them but eventually relented and obeyed their boss.[2] But they then discovered William Hanna outdid Joe by sneaking in the "lame" Daltons' "Gold, Gold, Gold" song.[2] However, they later learned that out of all the Hanna-Barbera Superstars 10 movies, The Good, the Bad, and Huckleberry Hound was the least interfered with.[1]
The final script was dated December 19, 1986.[1] The working title was The Good, the Bad, and the Huckleberry.

Morris had seen Ludin inform the casting director Andrea Romano of this in the booth, and after he did the laugh he believed was Ludin's own idea, he insulted Ludin to his face, but in an unintelligible anger.[2]
