It was written by Michael Maltese, Dalton Sandifer, Warren Foster, and Tony Benedict, and produced and directed by William Hanna and Joseph Barbera, the founders of Hanna-Barbera.

Scuba-Duba holds the city ransom with a stolen missile he plans to launch from under the ocean.
