Development
The idea of What a Cartoon! was to showcase young, new animators creating their own short, which could then be spun-off into its own full-length series, which was supposed to be the case of Bloo's Gang, with Bloo as the title character, but only one short had been made with a second short, "The Skies of Bloo," in the storyboard phase, before the idea was scrapped.
