The episode was originally called "Folsom Prison Blues," and the storyboard was first dated February 5, 1996, with the final revision on February 12, which was finalized on March 20. The model sheet for Boopy was dated March 11, 1996.

The theme song and music were composed by Guy Moon. The theme song's lyrics were written by David Feiss, and performed by Charlie Adler in character as Cow and Chicken. The director of music production was Bodie Chandler.
