Hong Kong Phooey, also known as Penry Pooch, is a masked anthropomorphic superhero dog and the main title character of the Hong Kong Phooey animated television series. His voice was originated by Scatman Crothers.
Often referred to as the "number one super hero guy", Penry uses his Hong Kong ego in stopping criminals with his martial arts skills, though he seems to be a clownish amateur in that. Hong Kong is assisted by his pet cat, Spot, who usually brings up a helping hand in his cases. When not in his superhero persona, he works as a janitor in a police station headed by Sergeant Flint and Rosemary.
Character description
Penry Pooch disguises himself as Hong Kong Phooey by jumping into a filing cabinet. In doing so he always gets stuck, but is later freed by Spot hitting the cabinet. Once disguised, Hong Kong gets equipped with the shapeshifting Phooeymobile.

Hong Kong Gets the CGI (Test) Treatment
In it, Hong Kong delivers three crooks outside the Metro City police station, with a message that reads, "Kompliments of Hong Kong Phooey." He is proud of the good deed as he is everyone's "Number one super guy." But Spot, who Kong Kong refers to as "Cat," isn't so sure. He tries to impress Spot with karate moves and using nunchucks, although he only hurts himself. He then celebrates by drinking from a toilet in a public restroom because he thinks it's an "automatic refilling bowl." Spot tells him the truth, but he only goes to a urinal to wash it out before eating a "mint" he finds at the bottom.[1]

- In the Animaniacs segment "Back in Style," Chun-King Fooey is mentioned to have lost ratings by adding the Warner siblings.
- In the Family Guy episode "I Never Met the Dead Man," Peter can't resist the urge to jump into a children's ball pit at Cheesie Charlie's, shouting out "Hong Kong Phooey!" as he does.
- In the Malcolm in the Middle episode "Future Malcolm," Malcolm reveals he got Leonard a job interview with Craig by giving him a Hong Kong Phooey lunch box.

Hong Kong is an exceptional fighter, but is killed after Joey distracts Hong Kong with a ball.
- "Ban on the Fun:" During the Laff-A-Munich sketch. Hong Kong Phooey helps out the Scooby Doobies in killing the Really Rottens after the murders of the Yogi Yahooeys. After seeing Dread Baron and Mumbly blown up by Captain Caveman, he dies; presumably he killed himself.
