What what I've been able to find about it, the original intention was for it to be an hour, so I guess that hour was then split. But it also seems like they were aiming for it to be an ongoing TV series, but the two episodes failed to catch. Even though the two specials are presented in two wholly separate parts, there are no individual title cards to signify this, unlike the two specials of the live-action Super Friends.
