'''Hong Kong Phooey''', also known as '''Penry Pooch''', is a masked anthropomorphic superhero dog and the main title character of the ''[[Hong Kong Phooey (TV series)|Hong Kong Phooey]]'' animated television series. His voice was originated by [[Scatman Crothers]].
 
Often referred to as the "number one super hero guy", Penry uses his Hong Kong ego in stopping criminals with his martial arts skills, though he seems to be a clownish amateur in that. Hong Kong is assisted by his pet cat, [[Spot]], who usually brings up a helping hand in his cases. When not in his superhero persona, he works as a janitor in a police station headed by [[Sergeant Flint]] and [[Rosemary]].

Penry Pooch disguises himself as Hong Kong Phooey by jumping into a filing cabinet. In doing so he always gets stuck, but is later freed by Spot hitting the cabinet. Once disguised, Hong Kong gets equipped with the shapeshifting [[Phooeymobile]].
 
When fighting crime, he relies on his copy of ''[[The Hong Kong Book of Kung Fu]]'', an instruction handbook on various martial arts moves, although most of his techniques involve striking a pose and attempting to land a blow on enemies like a flying kick, for example. In spite of Hong Kong's less than steallar displays of kung fu, he always keeps a victory against his opponents, although it is Spot who always did most of the work for him, which he is unaware of.
 
Hong Kong Phooey acts cool and collected, but is seemingly unaware of his own incompetence. He comes across as a clumsy idiot at times, and even creates accidents to those around him. Though he has a passion to fight for truth and justice, he is still laid back by always keeping a calm mood. This is evident with his identity as Penry Pooch, who keeps quietly alert for most of the time while the [[Metro City]] police station is focused on stopping a criminal.
 
Additionally, Hong Kong Phooey is a light brown dog with floppy ears that are a darker shade of brown. He wears a red and white martial arts outfit with a yellow belt, and has a black domino mask wrapped in front of his face. As Penry, his janitor uniform consists of a white backwards cap and a light blue, long-sleeves shirt.
